Saghir Ahmed Report would not settle PDP flares what to talk of Seperatists

Five working groups were constituted as decided by Man Mohan Singh in the 2nd multi party Round Table Conference held at Srinagar on 24 and 25 May 2006. Reports of 4 working groups on J&K were presented in the 3rd Round Table Conference with Prime Minister of India Dr Man Mohan Singh in Chair on 24th April 2007 at New Delhi. The First RTC was held on February 25, 2006 .Looking at the requirements of turmoil hit State of J&K the most important of the working groups was the one that included the Center State relations ( Fifth Working Group headed by Rtd Justice Saghir Ahmed with sensitive had on agenda NC’s autonomy, self rule, article 370, issues of refugees and problems of backward areas etc ) . In one of my articles in November 2008 I had stressed the immediate need for the Justice Saghir Ahmed working group to complete its report . At last the much talked pending report of the Working Group headed by Justice S Saghir Ahmad was reportedly presented to JK Chief Minister Omar Abdullah at Jammu on 23 rd December last year. On behalf of Saghir Ahmed Mr. Ajit Kumar Secretary of the working group presented the report .Law & Parliamentary Affairs Minister Ali Mohammad Sagar and the Political Advisor to CM Davider Singh Rana were also present..The WG headed by Justice Saghir Ahmed had last met on September 3, 2007 but could not come up with any report till Dec 2009. In a way this was the only working group that needed priority action keeping in view the J&K affairs as they had shaped after 1990 .This working group had to particularly address to relationship between the Government of J& K and the Government at Delhi ( Union Government ).Kashmiri over ground separatists did not participate in any of the working group meeting as well as the RTC. But still great expectations were there from this Working Group as regards the demands of political parties and individuals who wanted some considerations / resettlements as regards Center State relations (duly holding firmly to the 1947 accession of J & K with Indian dominion ). Although Strengthening Relations Across LoC , Confidence Building Measures across different Segments of Society in J&K, economic development of J&K and ensuring Good Governance too are important but inview of the growing confusions in mind of common man of J&K ( Kashmir Valley in particular ) the terms of reference of the Working Group on Centre State relations matter the most. The report , as presented, is being seen by many as having recommended the Greater Autonomy as proposed by National Conference for Jammu and Kashmir. Some see the Greater Autonomy as return to pre 1953 constitutional position of J&K. Some have seen the report as against interests of Jammu Region and Ladakh Region. But what ever may be the quality of the report , what ever may be reaction of different groups to presentation of the report, one thing is sure that the presentation of the report and reactions to report have brought in some political benefits to goodwill of NC amongst some segments in Kashmir. Valley .Signals have gone that NC has succeeded in securing recommendations in favour of its Greater Autonomy. Where as the contents do not appear to be like that. Does the report carry endorsement of all members of WG, is another question. No any clear recommendations have been made even regarding Autonomy Resolution of JK Assembly / National Conference as well as PDP’s Self Rule. It appears that the “working group” was caught in confusions and a way has been found to just get rid of the noose. So what to talk of successfully working for tackling the over ground separatists , the report would not even pull National Conference out of the sludge. The political WAR of words would continue between NC and PDP. The contents of the Justice Saghir Ahmed report and the manner in which report has been submitted would not do any thing good to settle the confusions . Rather it could be feared that confusions may grow further. The report would not even settle PDP flares , what to talk of separatist flares. Still Govt must make the text of this report ( though not complete ) public in the interest peace in J&K. The prime issues that were before the Working Group could be listed in priority order as ( I ) National Conference party Autonomy Resolution of 1994/ J&K Assembly Resolution on Autonomy of June 2000, (II) JK PDP’s Self Rule Demand, (III) Reorganisation of the State of J&K into State extending over Province of Jammu and that extending over Province of Kashmir, (IV) Union Territory status for Ladakh region and (V) even the voices like home land for Kashmiri Pundits .The other items referred in the report submitted did not have much political implications as regards center state relations.The reference to demands of AUTONOMY has been made in a very vague manner. Rather Justice Saghir report has not been able to even justify what it has been doing for over 42 months at the cost of public exchequer. When would the follow up on recommendations like (i) the question of ‘Autonomy’ and its demand can be examined in the light of the ‘Kashmir Accord’ or in some other manner or on the basis of some other formula as the Prime Minister may deem fit and appropriate so as to restore the ‘Autonomy’ to the extent possible and (ii)the question of appointment of the Governor and dismissal of the popular Government by the Governor may be considered and resolved , is surely a bg question for any wise thinking mind. How funny as per the report no concept paper was provided by JK PDP to Justice Saghi Ahmed on its Self Rule. Mr. M. H. Baig is said to have explained orally the concept of “Self Rule” but its detailed documented aspects were not provided to the Working Group although promised by PDP. The report adds that PDP Self Rule appears to relate to ‘Autonomy’ in a wider context. The report further recommends that PDP proposal requires to be considered by the Central Government if and when approached with documents containing specific proposals of the “Self Rule”. This style of report also confirms that the chapters on 5th Working Group references have been forcedly closed. Strangely the working group could not even obtain the Self Rule Proposals or wait for self rule document from PDP. How could the reference ( even inconclusive ) made regarding Autonomy / Greater Autonomy could serve any workable purpose in the absence of having even examined PDP Self Rule is a question that only Saghir Ahmed can answer. The report would not even settle PDP flares , what to talk of separatist flares. Omar Abdullah is reported to have advised his Law and Parliamentary Affairs Minister to go through the recommendations and prepare an action plan in consultation with Central Government for its implementation. What would the Law Minister do under the circumstances would be a big question. As regards Article 370 report has in a way reproduced the text spirit of the article itself and there is nothing in the report to work with. The report has referred to some more issues that are not particularly center state relations / subjects. Here too the report has disposed the issues in a casual manner . Rather it is the technical text of the issues that has been quoted as final recommendation rather than commenting on the genuineness of the demand. TERM OF JK LEGISLATIVE ASSEMBLY ( “Any change in the term of the Assembly will require political consensus among the various political parties in the State” ), REPRESENTATION/RESERVATION FOR ST, WOMEN IN ASSEMBLY ( “the national pattern may be a good guide subject to political consensus” ), INCREASE IN THE NUMBER OF ASSEMBLY SEATS ( “since the Constitutional provisions do not allow any change upto the year 2026, the present position may be maintained till then”. Where as the working group should have recommended consideration for Constitutional amendment in case it had found the demand to be genuine ), Relief to refugees from West Pakistan ( “State Government may consider providing relief to the Refugees from West Pakistan as permissible under the Constitution. Otherwise an alternative package providing cash relief as one-time settlement be considered” ) and UNDER REPRESENTATION OF JAMMU Region in Legislative Assembly ( “since there is Constitutional constraint to make any changes till the year 2026, as a new Delimitation Commission can be set up only thereafter, the present position may continue”. Inference that can be drawn from such like recommendation is that though undue treatment has been given to areas falling in Jammu region by earlier delimitation commissions , let the ill treatment continue for another min 21 years. In case the Group Chairman did feel that farflung areas of Doda, Udhampur, Rajouri, Kupwara, Kathua need more MLAs the Group could have recommended amendment to 29th Constitutional amendment so that a new Delimitation Commission could be appointed to make the correction). No doubt the working group has made very clear observations as regards. Ladakh Region. The report has said that the Union Territory Status for Ladakh is not recommended but has recommended a separate university for Ladakh for consideration. 5th Working group report in a way demonstrates regional bias

Report of  the Working  Group headed by Retd Justice S Saghir Ahmad ( constituted by Indian Prime Minister in May 2006 ) that was presented to JK Chief Minister Omar Abdullah  at Jammu on 23 rd December last year demonstrated the confusions that Justice Saghir Ahmed carried. Ofcourse  the WG report does not have much useful text on the subjects that related to Centre State relations . Kashmiri over ground separatists did not participate in any of the working group meeting as well as three Round Table Conferences chaired by Prime Minister. Chief Minister  Omar Abdullah presented the report to Prime Minister on 30 December. Omar Abdullah has still  suggested that Centre should hold dialogue with political parties on the issue of Autonomy and other issues. But  the report has failed to even settle the questions being raised by  mainstream groups like NC, PDP, BJP, JKNPP, BSP, etc. After having spent over two and half years the Chairman of the WG has in a way still  asked the J&K Chief Minister to study the prime referral  issues, work out road maps for the State Assembly and the Government of India  for consideration where ever deemed fit or practicable. In case the Chief Minister Omar Abdullah had to do this, then , what was the Working Group doing. This way the process of constituting committees and groups would go on  till when, no one can tell this day.. 5th Working group report has in a way demonstrated that regional bias exists.
The report is full of regional divides. A separate university has been recommended for Ladakh. A Dogri TV Channel  on the lines of Kashir Channel in Kashmir Valley has been recommended for Jammu region. Upgradation of Government College of Engineering Jammu to the level of IIT  has been recommended . Simultaneously upgradation of NIT  Srinagar to the level of IIT has been recommended.
Have not regional considerations influenced Saghir Ahmed decisions concerning J&K? If so, then from Saghir Ahmed report atleast  message should go to Delhi that J&K needs some architecture keeping in view distinct regional needs of J&K. Before 1947 also Maharaja had managed State on similar lines.
Any how the summary of the text of the report as was disclosed through sources did demonstrate the pressures the ruling coalition government in J&K  is facing from the 3 regions of J&K in addition to the separatists.
The report has  made just passing references to  Greater Autonomy of NC, Autonomy Resolution 2000 of J&K Assembly, Self Rule of PDP and  Article 370 .There is nothing new in the report about these subjects. Only thing that could emerge is that National Conference  and PDP could use some passing references  to keep the people of Kashmir Region in illusions as regards future of centre state  relations .In view of the non serious approach of the GOI regarding the questions raised on the accession of J&K with India  or the  talks of some conditional accession, it has to be accepted that for a common man of J&K ( particularly Kashmir  valley ) there is some thing still pending as regards deciding the relations between Indian and Kashmir ( J&K State of Hari Singh ). So, it was only the reference to Autonomy / Self Rule / Article 370 that did matter as regards  Kashmir Valley to those in power seat. No objections have been made from the leaders from Kashmir Valley  to the text of the report concerning  subjects like Autonomy / Self Rule / Article 370 . Just reference of these subjects  for consideration has been satisfying for the Valley leaders including NC and PDP ( even Congress leaders of Valley ). Where as  even  non conclusive and half references have attracted objections from the leadership belonging to Jammu Region, Ladakh region and Kashmiri migrant Hindu. This shows that the affairs of J&K have regional orientations and Saghir Ahmed working group report too could not escape the divisive shades. Both NC and PDP well know that neither Self Rule nor greater autonomy would be endorsed by New Delhi . But to secure some footing against the separatists  and anti 1947 Accession ideologists they have to keep  accusing  New Delhi for not being FAIR towards “THE KASHMIR”. Those who call J&K a matter of political dispute of extra territorial dimensions  and hold  separatist ideologies negating the 1947 accession of J&K  had no interest in working group agenda and the report. The references on Autonomy / Self Rule / Article 370 have been totally rejected by the leaders from Jammu and Ladakh regions.
Most of the other issues that the Working Group Report has referred  to ( even beyond the scope of terms of reference ) too have only regional implications . Rather the report as it pertains to  some important issues  has gone against  all the aspirations and demands of two regions of J&K ( Jammu and Ladakh regions). So it were the people from Jammu and Ladakh Regions who had some thing to react. It also appeared from the report that the local and economic issues  demanding consideration in J&K  pertained to areas that fell outside Kashmir Valley ( Jammu and Ladakh Regions ). For Kashmir Valley the Kashmiri leaders had to discuss only center state relations and nothing else.
Democratic uniformity subjects like  modifying the term of JK LEGISLATIVE ASSEMBLY from 6  years to 5 years,(ii) issue of REPRESENTATION/RESERVATION FOR ST,(iii) WOMEN IN ASSEMBLY, (iv) increasing the number of seats in the Legislative ASSEMBLY, (iv)conducting regular elections to democratic bodies including Panchayats and Municipalities where ever due immediately, (v) return of Kashmiri migrants/ the relief / rehabilitation packages/facilitating admission of children of returning migrants in educational and training institutions in Kashmir Valley / providing  security to such families, (vi) payment of relief to Migrants from the militancy affected areas of Jammu Region,(vii) relief/ rehabilitation / local employment  of 1947 refugees from Pakistan who mostly  settled in Jammu region , (viii) implementing the Wadhwa Committee Report, (ix) registration  of properties and payment of claims there of ( along with compensation for the delay over 6 decades)  of POK DPs of 1947,  (xi)compensation to border migrants displaced as a result of conflict at international border/LOC/ Kargil , (xii) alleged under representation in Legislature to Jammu Region  and demand for a fresh Delimitation  by amending 29th Constitutional Amendment ,  (xiii ) undoing the unfair treatment meted to the backward and remote area people of J&K ( Doda, Kishtwar, Ramban, Bhaderwah, Poonch, Rajouri, Kathua, Udhampur , Kupwara belts ) who  are unfairly represented in the Legislative Assembly in defiance to  the Representation of the People Act 1957 that lays down the parameters for  fair Delimitation of Assembly Seats, (xvi) providing reservation in services / education by State Government  to the residents of areas adjoining international border like those near  LOC, (xvii) references to Gajendragadkar  and Sikri Commissions  and the like issues pertained to the people living in Jammu Region only. These questions have nearly got no favourable recommendations/ deliberations  in the report and have caused irritation to the people more  in the Jammu Region. So one could say that the demands that were more of socio economic nature pertained more to Jammu Region and have not found  acknowledging reference in the WG report. The demand for  Union territory status  from Ladakh has been out rightly negated in the report. Not even recommended for some more deliberations. Report says that  the unity and integrity of the State of Jammu and Kashmir can not be compromised and the Union Territory Status for Ladakh is not recommended. This was also a regional demand and has not found favours even for consideration where as Autonomy has found. Why did not Saghir Ahmed suggest same approach for examining  the Ladakh Union Territory Demand , could be asked.

Aaj jammu Kashmir mein yeh kehna bahoot kathin hai ki kaun aam admi ki samajik aur dharmik  bhawnaon avam masoomiat se khel rahaa hai. Rajneeti ke satta paksh mein  baethae log bhi ab jis tarah se  aeyae din vaktabay detae hain oos se eis riasat ka bhalaa toe kam hota hai, par  bharat virodee aur alagaabbadi shaktion ko jaroor bal milta hai.
Jab bhi mein jammu Kashmir ke Vishay par kush likhna shooroo karta hoon toe har baar merae samnae ek hi prashan khada ho jata hai ki kab  bharat ki se judae log jammu Kashmir ki peeda ko vote ki rajneeti se  opar ooth kar mehsoos karnae ki koshish karein gae. Jammu Kashmir ke logoan ko aur kab tak conventional netaon par ashrit rehna padae ga , yeh bhi ek vichar karnae yogay Vishay hai.
Ho sakta hai kush logoan ko yeh mannae mein kathnayee ho, par yeh aaj ke din ek kattu satya hai ki jammu Kashmir rajay ke log aaj samajik, rajinitik aur bowgolik (geographical) darishti se  sankaon mein dastae jaa rahae hain. Esa lagta hai ki Jo Riyasat 1947 ke pehlae ek sangathit smooh ki tarah dikhtee thee bo aaj kahin samajik aur bowgolik str par bikhar na jayae. Rajneeti karnae balae toe apnae swarth ke leeyae  janta ko neglect kar saktae hain par jab buddee jeevee aur chintan karnae balae log bhi Vishay vaastu se parae ho jaein toe chinta ka badna swabhabik hi hai.
Aksar jeh dosh lagaey jatae hain ki dilli mein baethae logoan ne kabhi jammu Kashmir riasat ko shaee dang se jananae ki koshaish nahin ki aur jeadatar Vishay geyaan jo jammu Kashmir ke barae mein log rakhtae hain oos ka adhaar Kashmir ghati ke netaon aur buddee jeveon dawara ki geyae veeyakheya hi hai. Eis prakaar ke dosharopan mein tab jaroor sachayee dikhtee hai jab  satta mein baethae aur Congress ke netaon ki baat toe door , bo log bhi jo jammu Kashmir rajay ki bigdee sthtee ke leeyae congress aur Nehru ko doshee karar detae hain   jammu Kashmir ke barae mein nagdeek se jannae ki koshish kartae nahin dikhtae.
Esee 27th August ko Times Now TV Channel par ek charcha mein bjp ki rastriyae spokes person smt meenakshi lekhi bhi baethee theen ( jin ki ginti aaj achchae vishleshakaon mein hotee hai)  par jab oonhoan ne yeh kaha ki J&K mein Kashmiri pandits ko minority status dena chahiyae  toe oon ke Vishay geyaan par merae jaesae vayaktee ko hairanee hona ( mein taras nahin kahoon ga ) sawabhik  tha. Meenakshi jee ki maang ko dekh koyee  yeh nishkarash neekaal sakta hai ki J&K Rajay mein agar koyee hindu rehta hai to bo sirf Kashmir Pandit hai. Agar Meenakshi jee sirf Kashmir Ghati ki baat kar rahee theen toe oon ko geyaat hona chahiyae ki  bahaan Kashmiri brahmanaon ke elaaba aur bhi hinduoan ki jateeaan hain jo sankhaeya mein Kashmiri pandits se bhi kam hain. Yeh bhi arop lag sakta hai bo Kashmir gahti ke migrant ki baat sirf Hindu vote ko dekhtae huyae kar rahee theen. Esee prakaar ke rajneetik drishteekon ki bajah se hi aaj  23 saal baad bhi Kashmir ghati se badee sankheya mein 1989 ke baad  beghar huyae log aaj bhi ghati ke bahar hain jab ki  kush rajneetik dal pichlae do dashkaon se  Kashmir ghati se huyae palayan ke virrodh mein aawaj oothatae rahe hain. Eis prakaar ki aaproach se kush log jammu Kashmir mein bhayee  charae  ke tanae-banae ko oodaednae mein sheyog kartae dikhtae hain.
Ho sakta hai rashtriyae rajneetik daloan ke neta  eis prakaar ki batein apnae sthaniyae satheeon dwara dee geyee soochanaon ke adhar par kehtae hoan, par eis se bo adhoora Vishay geyaan honae ke aropoan se bach nahin saktae. 
Agar  Meenakshi jee jaesae BJP ke kush log  Kashmiri Pandits  ( keon ki oonhoan ne Hinduoan ki baat nahin ki ) ko J&K mein minority status denae ki baat eis leeyae kartae hain ki bo Kashmir Ghati ke“mool” neebasee hain  toe pehlae BJP ke ein netaon ko Kashmir Gahti ko ek alag rajay bananae ki maang saaf shabdoan mein rakhnee chahiyae. Yadee aesa nahin hai to phir BJP ke shirsh netaon ko Meenakshi  jee ki maang se apnae ko saaf shabdoan mein alag karna chahiyae. Aaj ki sthetee ko dekhtae huyae shayad J&K rajay ko badae bharee man se Jammu State  ( Jammu praant of 1947 times ) aur Kashmir State ( Kashmir kashtra) mein baant kar avam bharat par oothtae geyae  prashnaon ko Kashmir ghati tak seemit kar ke hi jammu Kashmir kea am nagrik ko mansik trasdee se bahar neekala ja sakta hai.
Jammu Kashmir Riyasat mein pichlae 20 saloan mein kabhi bhi aesa ehsaas nahin huyaa ki jammu kashetra mein hindu aur muslim ke beech gehree dararein pad rahee hain aur bharat virodee tatv  apnee jadein faela rahae hein.  Jammu Kashmir kee door daraaj eelakoan mein bahoot sankheya mein muslim samudayae ke log rehtae hain aur  ein elaakaon ke logoan ko jab dharam ke naam par doosaroan se alag karnae ki koshish ke sabhee paryaas vifal hotae jaa rahae thae toe Kashmir ghati kendrit kush logoan ne aur alagabbadion ne  ein logoan ko Chenab Valley ya Pir panchal Smooh ke naam par alag karnae ke paryaas shooroo kar deeyae. Kashmir gahti ke kush samachaar patroan mein ein elaakoan ka oolekh Chenab valley jaesae smabodhanaon se shooroo ho geyaa hai. Yahaan par yeh oolekh karnae yogay hai ki  Jammu Kashtra ke Doda, Kishtwar, Ramban, Udhampur, Rajouri ke door daraj ke muslim bahul eelakaon mein attankbaad Kashmir ghati ke saath hi shooru ho geyaa tha, ein eelakoan mein hinduoan ko chun chun kar aur muslmanaon ko virodh karnae par  berehmi se attankbadion ne neeshana baneya, par ein eelakoan mein sadbhavna  ki kadeeaan(links ) ootnee kamjor nahin huyee aur log oon eelakoan mein banae rahae ( migrate nahin huyae). Par  rajneeti karnae balae jaal mein fanstae chale geyae aur aaj yeh stheetee ho geyee hai ki Chadambram ji ko 12 August ke din Rajay Sabha mein Jammu Kashmir ke Kishtwar kasbae mein 9th August ke din shooroo huyee hinsa  aur oopdravoan ko hindu aur muslim samudayae ( na ki do samudaon  ) ke beech kush muslim samudaey ke logoan dawara rashtra virodee / azadi ke narae (slogans)  laganae ke baad huyae takraab ka nateeja hona saaf shabdoan mein kehna padaa. Aur yeh sab kush Eid ke pawan parv ke din huyaa tha. Yeh kisee bhi veecharak ke leeyae atee chinta ki baat honee chahiyae. Bharat Virodee, 1947 ke J&K ke bharat mein Vilay Virodee aur Pakistan samarthak toe chahtae hi hain ki jammu Kashmir mein jo andolan aur maangein Kashmir Ghati kendrit rahae hain kisee tarah se J&K ke poorae muslim samudaey ka chehra le lein. Eis leeyae jammu Kashmir ke barae mein dilli mein satta mein baethae logoan aur sabhi rahstriyae dalaon ko J&K ke barae mein apnee ab tak ki neeteon ko badlna hoga.

Jo log apnae ko Kashmiri migrants ka shuvchintak samajatae hain oon ko Kashmir migrants ko ghati mein bapis le janae ke leeyae  shanti aur sadhwavna  ka vatavaran paeda karnae ka kaam karna chahiyae na ki hindu aur muslim samudaey ke beech aur rekhaein kheenchanae ka. Yeh Kashmir ghati ke hit mein bhi hoga ki bahaan ke mukhaydhara ke neta  ab  baad veebadh ki rajneetee ko nakaar dein aur  oon tatboan  ke virod mein sab se mil kar khadee ho jayein jo jammu Kashmir reyaasat ke logoan ko ab dharam ke naam par bantna chahtae hain ja Kashmir ghatee  ko bharat se alag karnae ja alag dekhanae ki koshish mein lagae hain.

A Look through the mist
Dilliwalas should not see growing anti opinions resting only  in  economic  and employment related issues
dayasagar  What message and to whom ,the government of India wanted to send it, through Zubin Mehta’s ‘Ehsaas-e-Kashmir’ concert is still a question. But what  Mehbooba Mufti said  at Regal Chowk on last Friday has much for Delhi to rework on its approach as regards J&K affairs. <“If the Centre and the J&K 
government won’t change their attitude and polices towards Kashmir and its people, they should prepare for a big disaster. In the past five years, hearts of youth have been filled with hatred by the government,”>. Contexts may be different but I too have at occasions said that Delhi has to have a relook at policies and advisors.
 In brief it could be said that the way Kashmir  people look at Bharat and the way  those holding reins of Governance at Delhi have been able to assess the  situations in & around Kashmir valley could  well be read out from what Union Home Secretary Anil Goswami has  been quoted as having said on 11th September  in a PTI dispatch. Goswami  is quoted as having said :<  “Jammu and Kashmir is special. People of Jammu and Kashmir are special. Our difficulty has been, somehow, that private and public entities have not been very forthcoming in coming down (to the state) and recruiting people,"….  “"We are not timid, not shy. We know our abilities and our people have an innate sense of confidence. We excel in any field we are put in. But we have not felt that the country is embracing us,"> He said he will thrash out certain issues in his capacity of being a Kashmiri himself and then talk as the Home Secretary of the country. Goswami is permanent resident of Jammu and Kashmir  and his saying  “We excel in any field we are put in. But we have not felt that the country is embracing us," has enough to describe the  State of affairs and the way so far Delhi has looked at ‘J&K affairs’.  Any concerned mind would get worried with such like messages coming even after 6 decades of independence of India. But still may we some who would ask whether the facts are truthfully so or it has become a habbit of dilliwalas to make such statements ? Does any solution rest in such like lip sympathies and exploiting the emotions of suffering people  due to mishandling of affairs ,simply through rhetoric  styles ?  
This  day question is not  that  who is responsible for the emotionally and blood stained environment  but question is,  is not the government responsible  for  the life, property and  honour of the people of the State ? Can  simple expression of sympathies  or a compensation of a lakh or two INR for the killed  or talking of  what Gandhi said of Kashmir  can relieve the common innocent Kashmiri masses of the injuries being inflicted  at social, ideological and emotional levels ?
It is a hard reality that in a democracy the reins of governance and policy planning have to remain with the politicians.  And the reality of the day is that for the politicians the first preference is winning elections.  Kishtwar suffered of communal clashes after some people raised pro azadi / anti India slogans on 9th August this year  and Muzaffarnagar UP suffered of communal clashes after two  youth protested against eve teasing directed towards their sister. But some politicians did not lose any time in comparing the two incidents.  Even the crusaders of woman honor movements have not made their presence felt . Such  power hungry ‘well wishers’ are neither true to Hindu nor to Muslim.
So the times now demand  studies on  state policies as well as the intentions  of those in the seat of governance.
For those in Delhi J&K is just a state that has only 6 MPs.  Had it not been so the Dilliwalas would not have named the growing influence of separatists ideologies in J&K only in  economic and employment related issues. It has become a compulsion for the local mainstream leaders to raise questions atleast  on the intentions of Indian Government , if not India. 
It can not be denied that what ever anti India or anti 1947 accession questions have emerged after 1947  or even what ever questions have been raised on the  intentions of Government of India the fountain point had been in Kashmir Valley only . But what to talk of Anti  India or anti Accession elements, even the doubts of those who questioned the intentions of governments  in Delhi , as regards governance, have not been seriously answered by Dilliwalas.  
It can be simply said that this day any senior Indian leader, may he be from J&K or from any other Indian State, when ever addresses J&K affairs the focus remains on the Kashmir Valley only. But unless the vision extends over areas outside the Kashmir valley the  solution to J&K turmoil would  be a distant dream. May it be Valley or out side, the whole lot of people is in miseries. In Kashmir Valley each day some life is lost, there can not be any thing more worrying than this. Pichlae kush dinoan se Shopian ( Kashmir) ke log dukh aur dard se bilakh rahae hain. This 8 September Janta Dal (U) leader Sharad Yadav ( who has also  remained a part of NDA) said in Srinagar  :::< “I tell you with authority that there would have been no militancy, had elections not been rigged here”.   Similarly it was on 25th June that Prime Minster Man Mohan Singh Ji  addressing a gathering  in Srinagar after launching the postal stamp in memory of Kashmiri poet Pirzada Ghulam Ahmad Mehjoor at SKICC had said :: <“Even in 1947, the father of the Nation Mahatma Gandhi could see a ray of hope for communal brotherhood in Kashmir only”,  adding that  Kashmiris have been symbol of social values and morality>. Gujarat ke Mukhay mantri Narendra Modi ji ne bhi  J&K- Punjab seema par BJP ki Sankalp Rally ko Pathankot mein 23 June ko sambodit  kartae huyae kush aesa kaha tha  ki Vajpayee ji ne kashmirion ke dil  prem, sadbhawna aur baatcheet se jeetnae ka laksh rakha tha  aur agar bo 2004 mein sattak leeyae chunae jatae  toe oon ki Kashmir policy safal ho jatee. Kashmiri yuva pragati ka hissa banana chahta hai." As per Modi  had  NDA  government been there  Kashmir Samaseya would have been settled and  Kashmiri Pandits  too would have got justice. But who has inflicted emotional wounds on Kashmiries no one spells out.  Sharad Yadav Jee ne jaroor kahaa ki “The promises made by New Delhi were not fulfilled. Former Prime Minister Jawahar Lal Nehru had promised Kashmiri people that would lead a respectable life and those promises have been broken. Even Indira-Abdullah Accord was not implemented in true spirit,”.  Nehru family too often claims to be ‘Kashmiri’ to win hearts of Kashmiries.
It is a point to work with that  when (i) when all most all the senior Indian leaders have been trying to express their  concern for the cause of ‘Kashmiries’ and (ii)  when the allegations leveled by the separatists/ social groups/ mainstream leaders  too have not been negated by seniors – even some are held, then  what is the reason  that Dilliwalas have not been able to earn the faith of  the people of J&K ( Kashmiri ) and talk of need for winning the hearts and minds of Kashmiries even after 6 decades of accession 1947?
What ever problems are there in J&K, the solution only rests with those who are holding the reins of governance in  DELHI and those connected with the power centers. But for this they will have to remodel their approach and re ‘invite’ their advisors. Anti India ideologies will have to be markedly defined and the mainstream elements will have to be encouraged. The policies of covering the flames of separatist ideologies  only  under the ashes of  programmes of employment generation and economic assistance will have to be shed.  Ofcourse the lust of the vote hunting politicians  will have to be checked by the social organisation. Must need is to  truthfully under stand the genesis of the problem.  On face of it after 1990 all appear worried about “J&K” (Kashmir Valley)  but  those who really matter ( holding the reins and governance and opinion making ) are not that concerned for the turmoil  J&K are living in .
 J&K  Cabinet had on 12th of this month expressed deep sorrow and concern on the killing of 4 persons in CRPF firing on 7th of this month after the Gagran Shopian CRP Camp was allegedly attacked by a group of militants and events there after in Shopian. The government appeared to be in  a fire  fighting  mood and it has been understood that that the Chief  Minister  has directed the Director General of Police to replace the CRPF personnel at the Gagren Camp in Shopian with a contingent of the Jammu and Kashmir Armed Police. Such like actions have not so far helped in restoring peace and faith since simply defusing an explosive situation is not enough , we have to also undo the “charge”.
The culture of allegations and counter allegations has flourished all these years in  Kashmir ghati.   Even the so called mainstream  leaders from Kashmir valley do not hesitate in laying allegations on security forces.  The leaders from out side Kashmir Valley appear to be interested only in who forms the local government and hence the world opinion on J&K is  formed on the basis of what Kashmiri leaders say, it need not agitate others. Such approach does affect the moral of the security forces but it can not also be ignored that some individuals from with in can get envy as well out of sentiments. So, in case Delhi does not agree and Omar Abdullah Government still is of opinion that  disturbed conditions do not exist in some districts of J&K, Governor may declare such areas undisturbed and only local police be employed there. Process be started with relieving the central security forces from the duty with VVIPs. But a cat simply closing the eyes can not disfigure the presence of the ‘big cat’.
