should not see growing anti opinions resting only in
economic and employment related
issues
What
message and to whom ,the government of India wanted to send it, through Zubin
Mehta’s ‘Ehsaas-e-Kashmir’ concert is still a question. But what Mehbooba Mufti said at Regal Chowk on last Friday has much for
Delhi to rework on its approach as regards J&K affairs. <“If the
Centre and the J&K
government won’t change their attitude and polices towards Kashmir and its
people, they should prepare for a big disaster. In the past five years, hearts
of youth have been filled with hatred by the government,”>. Contexts may be
different but I too have at occasions said that Delhi has to have a relook at
policies and advisors.
In brief it
could be said that the way Kashmir
people look at Bharat and the way
those holding reins of Governance at Delhi have been able to assess
the situations in & around Kashmir
valley could well be read out from what
Union Home Secretary Anil Goswami has
been quoted as having said on 11th September in a PTI dispatch. Goswami is quoted as having said :< “Jammu
and Kashmir is special. People of Jammu and Kashmir are special. Our difficulty has been, somehow, that
private and public entities have not been very forthcoming in coming down (to
the state) and recruiting people,"….
“"We are not timid, not shy. We know
our abilities and our people have an innate sense of confidence. We excel in any field we are put in. But we have not felt that the country is
embracing us,"> He
said he will thrash out certain issues in his capacity of being a Kashmiri
himself
and then talk as the Home Secretary of the country. Goswami
is permanent resident of Jammu and Kashmir
and his saying “We excel in any
field we are put in. But we have not
felt that the country is embracing us," has
enough to describe the State of affairs
and the way so far Delhi has looked at ‘J&K affairs’. Any concerned mind would get worried with
such like messages coming even after 6 decades of independence of India. But
still may we some who would ask whether the facts are truthfully so or it has
become a habbit of dilliwalas to make such statements ? Does any solution rest
in such like lip sympathies and exploiting the emotions of suffering
people due to mishandling of affairs
,simply through rhetoric styles ?
This day
question is not that who is responsible for the emotionally and blood
stained environment but question is, is not the government responsible for
the life, property and honour of
the people of the State ? Can simple
expression of sympathies or a
compensation of a lakh or two INR for the killed or talking of
what Gandhi said of Kashmir can
relieve the common innocent Kashmiri masses of the injuries being
inflicted at social, ideological and
emotional levels ?
It is a hard reality that in a democracy the reins
of governance and policy planning have to remain with the politicians. And the reality of the day is that for the
politicians the first preference is winning elections. Kishtwar suffered of communal clashes after
some people raised pro azadi / anti India slogans on 9th August this
year and Muzaffarnagar UP suffered of
communal clashes after two youth
protested against eve teasing directed towards their sister. But some
politicians did not lose any time in comparing the two incidents. Even the crusaders of woman honor movements
have not made their presence felt . Such
power hungry ‘well wishers’ are neither true to Hindu nor to Muslim.
So the times now demand studies on
state policies as well as the intentions
of those in the seat of governance.
For those in Delhi J&K is just a state that has
only 6 MPs. Had it not been so the
Dilliwalas would not have named the growing influence of separatists ideologies
in J&K only in economic and
employment related issues. It has become a compulsion for the local mainstream
leaders to raise questions atleast on
the intentions of Indian Government , if not India.
It can not be denied that what ever anti India or
anti 1947 accession questions have emerged after 1947 or even what ever questions have been raised
on the intentions of Government of India
the fountain point had been in Kashmir Valley only . But what to talk of
Anti India or anti Accession elements,
even the doubts of those who questioned the intentions of governments in Delhi , as regards governance, have not
been seriously answered by Dilliwalas.
It can be simply said that this day any senior
Indian leader, may he be from J&K or from any other Indian State, when ever
addresses J&K affairs the focus remains on the Kashmir Valley only. But
unless the vision extends over areas outside the Kashmir valley the solution to J&K turmoil would be a distant dream. May it be Valley or out
side, the whole lot of people is in miseries. In Kashmir Valley each day some
life is lost, there can not be any thing more worrying than this. Pichlae kush dinoan se Shopian ( Kashmir) ke
log dukh aur dard se bilakh rahae hain. Aesae bilakhtae aur attankbaad peedit
parivaar ghati ke bahar bhi hongae par
bo eelakae abhi tak kendra bindoo nahin rahae hain. .
This
8 September Janta Dal (U) leader Sharad Yadav ( who has also remained a part of NDA) said in Srinagar :::< “I tell you with authority that there
would have been no militancy, had elections not been rigged here”. Similarly it was on 25th June that
Prime Minster Man Mohan Singh Ji
addressing a gathering in
Srinagar after launching the postal stamp in memory of Kashmiri poet Pirzada
Ghulam Ahmad Mehjoor at SKICC had said :: <“Even in 1947, the father of the Nation
Mahatma Gandhi could see a ray of hope for communal brotherhood in Kashmir
only”, adding that Kashmiris have been symbol of social values
and morality>. Gujarat ke
Mukhay mantri Narendra Modi ji ne bhi
J&K- Punjab seema par BJP ki Sankalp Rally ko Pathankot mein 23 June
ko sambodit kartae huyae kush aesa kaha
tha ki Vajpayee ji ne kashmirion ke
dil prem, sadbhawna aur baatcheet se
jeetnae ka laksh rakha tha aur agar bo
2004 mein sattak leeyae chunae jatae toe
oon ki Kashmir policy safal ho jatee. Kashmiri yuva pragati ka hissa banana
chahta hai." As per Modi had NDA government been there Kashmir Samaseya would have been settled and Kashmiri Pandits too would have got justice. But who has
inflicted emotional wounds on Kashmiries no one spells out. Sharad Yadav
Jee ne jaroor kahaa ki “The promises made by New Delhi were not fulfilled.
Former Prime Minister Jawahar Lal Nehru had promised Kashmiri people that would
lead a respectable life and those promises have been broken. Even
Indira-Abdullah Accord was not implemented in true spirit,”. Nehru family too often claims to be ‘Kashmiri’
to win hearts of Kashmiries.
It is a point to work with that when (i) when all most all the senior Indian
leaders have been trying to express their
concern for the cause of ‘Kashmiries’ and (ii) when the allegations leveled by the
separatists/ social groups/ mainstream leaders
too have not been negated by seniors – even some are held, then what is the reason that Dilliwalas have not been able to earn
the faith of the people of J&K (
Kashmiri ) and talk of need for winning the hearts and minds of Kashmiries even
after 6 decades of accession 1947?
What ever problems are there in J&K, the
solution only rests with those who are holding the reins of governance in DELHI and those connected with the power
centers. But for this they will have to remodel their approach and re ‘invite’
their advisors. Anti India ideologies will have to be markedly defined and the
mainstream elements will have to be encouraged. The policies of covering the
flames of separatist ideologies only under the ashes of programmes of employment generation and
economic assistance will have to be shed.
Ofcourse the lust of the vote hunting politicians will have to be checked by the social
organisation. Must need is to truthfully
under stand the genesis of the problem.
On face of it after 1990 all appear worried about “J&K” (Kashmir
Valley) but those who really matter ( holding the reins
and governance and opinion making ) are not that concerned for the turmoil J&K are living in .
J&K Cabinet had on 12th of this month
expressed deep sorrow and concern on the killing of 4 persons in CRPF firing on
7th of this month after the Gagran Shopian CRP Camp was allegedly
attacked by a group of militants and events there after in Shopian. The
government appeared to be in a fire
fighting mood and it has been
understood that that the Chief Minister has directed the Director General of Police
to replace the CRPF personnel at the Gagren Camp in Shopian with a contingent
of the Jammu and Kashmir Armed Police. Such like actions have not so far
helped in restoring peace and faith since simply defusing an explosive
situation is not enough , we have to also undo the “charge”.
The culture
of allegations and counter allegations has flourished all these years in Kashmir ghati. Even the so called mainstream leaders from Kashmir valley do not hesitate
in laying allegations on security forces. The leaders from out side Kashmir Valley
appear to be interested only in who forms the local government and hence the
world opinion on J&K is formed on
the basis of what Kashmiri leaders say, it need not agitate others. Such
approach does affect the moral of the security forces but it can not also be
ignored that some individuals from with in can get envy as well out of
sentiments. So, in case Delhi does not agree and Omar Abdullah Government still
is of opinion that disturbed conditions
do not exist in some districts of J&K, Governor may declare such areas
undisturbed and only local police be employed there. Process be started with
relieving the central security forces from the duty with VVIPs. But a cat
simply closing the eyes can not disfigure the presence of the ‘big cat’.
